The Lord is awe-inspiring, fearsome, fascinating, intriguing, and majestic in his radiant splendor: breathtaking! Here is what I saw of him today and what came to my heart and mind in Proverbs 25:2-3,

"It is the glory of God to conceal a matter;
to search out a matter is the glory of kings.
As the heavens are high and the earth is deep,
so the hearts of kings are unsearchable."
Both of these proverbs are about searching a matter, investigating. In the first, God hides something and the ruler seeks it out. In the second, we see that a ruler's (or king's) heart is "unsearchable."
The reason it may be difficult to understand what a king or ruler says or does could be due to the influence, as a ruler, the Lord has over him. Consider this proverb:
"When a king sits on his throne to judge,
he winnows out all evil with his eyes." Proverbs 20:8.
It appears the king has some kind of special enablement. Just a thought...
Paul makes an interesting comment about rulers: "Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. Consequently, whoever rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves." Romans 13:1-2. There Paul appears to speak about law enforcement, but the hand of God is unmistakable as Paul speaks of civil authority, rulers and those that govern.
I suspect God has his hands in all kinds of things we don't realize, which just may account for why those in authority over us might at times be inscrutable.
